Resin 3.1.x -- could not reload jsp page once JSP file changes

After migrating to resin 3.1.2, we found that the changes in JSP was not taking affect after refresh .

Found out that plays the trick.

Here is the result:
For development, 2s
For deployment, 1h or 1d would be appropriate.
